5：从句what educators call a "lack of confidence" among students.的正常语序是这样的：educators call a "lack of confidence" among students what。这里的what就是直接宾语，lack of confidence是间接宾语，e.g. i call him baby. baby是直接宾语，him间接宾语。
7：whether a different welfare system will be created是个让步状语从句，由whether引导，其他三个词都可以引导状语从句，不过在这里意思都解释不通，另外这个从句在最后面省略了or not。
